If you want to apply to DV Lottery 2009 your photo (also your eligible family members) must look like this photos, which are published by the state dept for the DV 2008.

Ok here are the Photo rules and requirements.
You can take a digital photograph or scan a photogrphic print with scanner to submit with your entry.

1. All the people who's names are in the entry form must submit each a separate photo as per requirements.

You,Your spouse and each unmarried child of under 21 years of age, including all natural children as well as all legally-adopted children and stepchildren, and even if a child is no longer resides with you or you do not intend for a child to immigrate under the DV program,
2. Group photos not accepted.
3. Photo must be recently taken one. (normally within six months)
4. Photo can be digital or paper photo.

Backround deatils to take photo.

A neutral, light-colored background (Board or Wall) .
Note: Dark or patterned, curtain backgrounds are not acceptable.

Position.

The person must directly face the camera.
Head must be not tilt to side, up or down.

Photo must be in good focus.

You can wear heard gear only for religious believe.
Funny caps,sun glasses can't be worn.

How to scan a photographic photo.

The photo to be scanned, colour, must be 2 inches by 2 inches (50mm x 50mm) square.
Scan at a resolution of 150 dots per inch (dpi).
The image must be in the Joint Photographic Experts Group (JPEG) group.
The image file size must be less than 62,500 bytes.
The image resolution must be 300x300 pixels.
Colour depth must be 24 - bit colour

How to take a new digital photo.

The image must be in the Joint Photographic Experts Group (JPEG) group.
The image file size must be less than 62,500 bytes.
The acceptable new digital image resolutions:
• 320 pixels high by 240 pixels wide.
Colour depth must be 24 - bit colour

It is not necessary to submit photos of children who are already U.S. citizen or Legal Permanent Resident.

Failure to submit the required photographs for your spouse and each child will result in an incomplete entry and will not be accepted, and must be resubmitted with all the photos.

Failure to enter the correct photograph of each individual into the E-DV system will result in disqualification of the principal applicant and refusal of all visas at the time of the visa interview.

At the interview you may loose your chance for visa, if the photo is old or touch up work done on the photo.
DV Lottery 2009 is expected to run in the Month of October to December.

Entries for the DV-2009 Diversity Visa lottery can be submitted electronically between noon Eastern Daylight Time (EDT) (GMT-4), Wednesday, October 3, 2007 and noon Eastern Standard Time (EST) (GMT-5) Sunday, December 2, 2007. Paper entries will not be accepted. No entries will be accepted after noon EST on December 2, 2007.

Eligible people can apply to the DV 2009 via the one and only state department website along with their details and scanned photos or digital photos. Diversity visa lottery can't be participated via paper application as done early years. The DV Lottery 2009 results winners will be announced between May 2008 to July 2008 by regular postal mail to them individually. Others will not be notified of the non selection result.
American Govt allows 50,000 persons to immigrate in to America legally every year from countries which send less than 5000 people in the past 5 years.Those countries sent more than this limit are not allowed to participate in this programe.The State department will announce which countries can participate and how many numbers will be selected from those countries. The selected winners can bring their spouse and under 21 years old children who are not married, with them to live and work permanently. The American Govt's official web site will annouce the DV Lottery 2009 instructions in the online application period, which lasts for 60 days.

DV 2009 New changes

There are some changes and requirements are done to the DV 2009 Diversity visa registration in the application procedures. As usual in the recent years, all the DV-2009 lottery entries must be submitted electronically during the registration period.

Paper entries are not accepted.

New questions for the DV 2009 are as follows.

01.Country where you live today?
02.What is the highest level of education you have achieved, as of today? You must select one from the available ten options for your higher education you have achieved.
They are

01. Primary school only,
02. High school no degree,
03. High school degree,
04. Vocational school,
05. Some university courses,
06. University degree,
07. Some graduate level courses,
08. Master degree,
09. Some doctorate level courses,
10. Doctorate degree.

03. In the What is your marital status?, the teram Separated is replaced by Legally separated. As you are legally separated spouse would not be eligible to immigrate as your derivative.

DV - 2008 Visa

DV - 2008 Visa lottery entry registration period is officially over. It was October 4 through December 3, 2006 and no one can submit any application.

Winners will be notified between May 2007 to July 2007 by regular postal mail, with further instructions.
Email or over the phone will not be used to announce the winners.
Those who are not selected will not get any notifications.

More than 6.4 million entries have been received for the 2008 Diversity Visa Lottery, the State Department announced December 15.

The registration period for the program, which is designed to bring greater racial and ethnic diversity to the United States, ended December 3. No additional entries are being accepted.

Applicants whose names will be selected randomly will be eligible to apply for one of 50,000 permanent resident visas made available annually to persons from countries with low rates of immigration to the United States.

In its announcement, the State Department warned that there have been “several attempts” to defraud Diversity Visa Lottery entrants. Winners will be notified by mail between April and July 2007 and only by the Department of State’s Kentucky Consular Center, the State Department said. “No other organization or company is authorized by the Department of State to contact winning entrants.”

Notifications mailed from the Kentucky Consular Center will provide further instructions, including information on fees connected with immigration to the United States.

Africa accounts for 41 percent of the total applications received during the two-month electronic registration period, from October 4, 2006, through December 3, 2006. Asia accounts for 38 percent, Europe for 19 percent, and South America, Central America, and the Caribbean for 2 percent.

Bangladesh was the country with the largest number of applicants, with more than 1.7 million, followed by Nigeria with 684,000 and Ukraine with 619,000.

Once dependents are taken into account, the total number of participants in the 2008 lottery exceeds 10 million. The 2007 Diversity Visa Lottery attracted more than 5.5 million applications, and approximately 82,000 people in 175 nations received letters from the U.S. State Department informing them that they were eligible to apply for a permanent resident visa to the United States.
